On November 26, 2010 - Springfield and Clark County, Ohio received approval to join Foreign Trade Zone #138, administered by the Columbus Regional Airport Authority. The designation was made possible by recently adopted rules of the U.S. Department of Commerce's Foreign Trade Zones Board in 2009, which allowed for the creation of an Alternate Site Framework (ASF) as an option for the establishment or reorganization of general purpose zones.

The City began working with officials representing FTZ 138 in August of 2009 and championed the effort that resulted in all of Clark County being included in the zone.
